All That Glitters is the sixth mission in Kane's Wrath.
The annual energy summit is taking place aboard the GDSS Philadelphia consisting of GDI's highest ranking officials. As the Third Tiberium War draws near, Kane sees this as an opportunity to shape GDI's future. He sees the GDI treasurer Redmond Boyle as a half-wit and suitable replacement for the director of GDI. He then deploys LEGION in command of Specter Artillery Units, Stealth Tanks and Shadow Teams.
LEGION flew his Shadow Teams behind GDI defenses and began to destroy the Power Plants supplying them. After the defense grids were offline, LEGION pushed southeast to GDI's Missile Defense Array. The array was guarded by a small base and a few patrolling Hammerhead attack craft. LEGION quickly eliminated the Array, and stole huge pallets of gold bullion in the process, adding them to Nod's war chest. With the defenses offline, LEGION simply had his Specters bombard the GDI treasury building, levelling it, and left before GDI actually realized they had been attacked.
There are several Veterancy crates around the Treasury complex. Also near a Tiberium Spike and a small area there are resource crates. Those have to be taken in order to complete the bonus objective which is Steal Gold Bullion.
Just realising that the Treasury complex had been attacked, Boyle was delayed in his departure from Earth to the space station. It would only be a few days later that GDI's orbital command center would be destroyed and Nod provokes a flailing GDI into retaliating. Boyle became the highest-ranking civilian member after the Philadelphia's destruction and became acting director, just as Kane had planned.
The missions title is a reference to the saying, "All that glitters is not gold", a commonly used quote from the play, The Merchant of Venice.
