Base
From Command and Conquer Wiki
"Our Base is under attack!"
- EVA
A military base is a facility directly owned and operated by and/or for the military or one of its branches that shelters military equipment and personnel, and facilitates training and operations. It can be of varying sizes, ranging from small forward outposts to minor local bases (such as Phoenix Base) to massive central command military bases such as Hammerfest Base.
In general terms, any collection of structures capable of sustaining a military force, regardless of its size, is considered a base. With the development of MCVs, and other technologies, military forces were capable of rapidly building forward bases. With these front-line facilities, Commanders were able to build and support nearby bases.

[edit] Global Conquest
IN Global Conquest the bases will upgrade from Tier 1 to tier 3. If you install upgrade power supplies and/or Base Defenses they will be upgraded along with the upgrading base tier function. A fully upgraded base will survive but heavily damaged an attack from even Redeemer, MARV and Eradicator Strike Force.
Here are some functions:
Upgrade Base Tier: Upgrades Base to add more buildings and even get stronger strike Forces.
Upgrade Power supply: It add more refineries and Power Plants.
Upgrade Base Defenses: It add more base Defenses to counter strike forces.
Construct Strategic Structure: Enable to build superweapons and various super war factories like the Reclamator Hub so you can build Eradicator, Redeemer or MARV Strike Forces.
Also even fully upgraded bases will be vulnerable to various huge numbers of heavy units like the Purifier Force which those Purifiers flamethrowers will burn down even fully upgraded Scrin Bases.
