Dr. Elisa Scarangello was a GDI scientist at the time of Philadelphia attack. In 2047, she was short, stocky, with short gray hair and blue eyes. She was married for 20 years to Genreal Zachary Harkin, who was GDI's Supreme Commander. Despite not sharing the same surname, Dr. Scarangelio and Harkin had a loving relationship.

Scarangello was involved with the resonator project, as well as serving as a scientific advisor. However, Elisa was not on good terms with Director Kinsburg as a result of refusing to fund the program. To compound matters, the Director began to take credit for the project, while ordering Redmond Boyle to buffer its budget.

She and her husband were both killed when the Philadelphia was destroyed.
