The Firebase is a tech structure in the Red Alert 3 World Builder. Its aim is to expand any of the three factions' structures and providing defenses around the base and structures from enemy attack. If an Imperial Engineer, Combat Engineer or Allied Engineer captures this structure, this will give you expansion to the bases wider and wider. An Outpost also expands like the Firebase.
