Due to GDI becoming the de facto world power and government, it had to develop a administrative branch to effectively manage its Blue and Yellow Zones. As such, GDI built administrative structures in the cities they control. Four of them were constructed in Rio de Janeiro, but were torn down by rioting Nod forces during the Rio Insurrection.

GDI also constructed Administration Centers that governed larger geographical areas. W3N reporter Cassandra Blair was on-site of the Northwestern Administration Center for a segment on the last days of the GDI Energy Summit. Shortly after the segment began, the Philadelphia was destroyed. Debris from the space station rained down near the Northwestern center, creating immense smoke.
