Colonel J.C Carter was one of GDI's field commanders during the First Tiberium War. He was involved in the early battles of the conflict in Estonia. He stayed in contact with young James Solomon after contact was lost with GDI Command and general Mark Jamison Sheppard as funding for GDI was cut by the UN.
Unfortunately, during the war he came into contact with Tiberium and developed mutations. He possibly did not live long enough to feel it's full effects and be completely incapacitated, as he was on one of the Gunboats that was vaporized by an Obelisk of Light.
