Kilian Qatar was the right hand woman of Kane. She was the commander of Nod armed forces and masterminded the strike against the GDSS Philadelphia and the preparation of Nod in Australia, where she had estabilished her command center, in Ayers Rock (codenamed Copperhead Actual).
During the Nod assault on the Blue Zones, she oversaw the young Nod commander that was tasked with invading the Eastern Seaboard of the United States. She grew fond of his skills, but as the situation on the front began to take a turn for the worse, her faith began to waver and she began doubting Kane, especially when taking into account the reckless aggression with which the Blue Zones were attacked. When Kane revealed a part of his grand plan of removing GDI and transforming the world, she asked herself why he didn't actually tell her about it.
When the leader of Nod denied her reinforcements in Australia, calling brothers to defend Temple Prime, the forces sent to the Temple rebelled against Kane (an event possibly inspired by Qatar) and as the Ion Cannon obliterated the new Sarajevo Temple, she assummed command over Nod, deciding to acquire nuclear warheads and ICBMs, as the Cairo launch site was destroyed by GDI, and Nod needed an edge. When the Scrin invaded, she struck down a pact with GDI to fight against them.
However, Kane intervened and as the GDI evacuated Sydney, ordered a retaliatory strike against the Initiative. Shortly after obliterating the GDI base in downtown Sydney, Kane sent his best Commander to capture General Qatar's, who was shortly thereafter executed for treason.
Recent intelligence confirms that Kilian Qatar had in fact been set up; the rebellion at Temple Prime had been orchestrated by LEGION at the behest of Alexa Kovacs in order to discredit Qatar. Kovacs deeply distrusted Qatar's loyalty to the Brotherhood, and decided to "demonstrate" Qatar's lack of faith via the rebellion. When Kane realized this; he expressed regret of having Kilian executed.
