Lia Kinsburg was the GDI Director prior to the Third Tiberium War. She attended the 2047 Energy Summit on the GDSS Philadelphia. Of Danish decent, Kinsburg was in her middle age at the time of the Summit. According the W3N reporters, Kinsburg stated that one key goals of the conference was allocating resources to ecology instead of military defense.
Kinsburg was killed during the attack on the Philadelphia. She was latter succeeded by Director Redmond Boyle.
