Lucius Bika was a Black Hand Prelate responsible for intelligence gathering and processing. He supplied vital intercepted transmissions from the GDI liquid Tiberium research facility in Australia, including on from Doctor James De Groot (unrelated to the de Groot of the DHARMA Initiative of the 20th century).
