The Mobile Launch Rocket System (MLRS) is GDI’s artillery unit in Tiberian Dawn. In later versions of the game, it's available to Nod as well.

Background

Based on the United States M270 Multiple Launch Rocket System, the GDI’s MLRS units delivers multiple rocket rounds effective against infantry and vehicles, and somewhat less effectively against aircraft.
The MLRS is slow, lightly armored, and has a minimum range - it cannot hit units or infantry that are immediately adjacent to it.

It was succeeded in GDI by the Hover Multiple Launch Rocket System in the Second Tiberium War.
In-game

The MLRS is GDI's primary artillery in the game, but, unfortunately, is also a high tier vehicle, meaning that it only appears late in the game and campaign. Nevertheless, it has the longest range out of all GDI vehicles, meaning that it can safely fire from behind tanks or other damage soaking vehicles. In Multiplayer/high technology matches, Nod can also use the MLRS. However, in the original (DOS) version of the game, even in multiplayer the launchers are still restricted to GDI, and Nod have exclusive access to SSM launchers instead (in the game files, SSM launcher is actually reffered to as "MLRS", which might be the source of confusion).
Although categorised as an "artillery unit", its range pales compared to even base defences like Nod's Obelisk of Light. The unit is (as expected) fragile and less armoured. The only beneficial things achieved is its anti-air quality to answer Nod's question. Contrary on its namesake, it actually shoot a pair of missiles to its target (and not rocket barrage as its name suggest). This explains its anti air muscle.
