Naval forces are military units dedicated to fighting on oceans and seas. Naval warfare occured in nearly every major war of the past century, except for the Second Tiberium War, when Tiberium algae made the oceans impassable. Shortly before TWIII GDI later cleaned up the algae and made naval warfare possible again..

During the Great World War II, the Allied Forces possessed naval superiority. They had small, fast gunboats, armed with a 75mm cannon and depth charges, gunboats were used as light escorts and scouts. Destroyers were competant anti-aircraft and anti-submarine platforms, armed with missile launchers and depth charges. The pinacle of Allied naval technology was, however, the massive Cruiser. Though inaccurate, the cruiser's gigantic 16-inch batteries had unrivaled ranged and devastating power. However, they were slow and vulnerable, needing destroyer and gunboat escorts. The Soviet Union's navy was mostly made up of Type 671 Submarines, capable of anti-ship destruction, but useless against ground targets. Developed later on in the conflict, Soviet missile subs were more accurate and versatile against ranged opponents than the Cruiser, but their missiles lacked the range of cruiser shells. Submarines were relatively lightly armored, but they were undetectable except to the sonar systems of gunboats or destroyers, or the Sonar pulse, and could only be hit by depth charges while underwater. Both sides utilized similar designs in their landing craft.

During the First Tiberium War, GDI used Aircraft carriers as floating command centers (and smaller helicopter carriers), gunboats for surface and AA, and LCAC Transports to ferry troops. GDI gunboats were more powerful than their Allied predecessors, however, as the armor, weapon systems, and size more closely resembled the Allied Destroyer.
Nod naval power was limited, with a series of Nod submarines used to ambush enemy ships. Also, Nod had a specialized cargo freighter that served as a floating HQ. It was sunk by Nick "Havoc" Parker, who also killed the chief of boat, Captain Stuving, and First Mate Gilligan.

Naval forces were retired temporarly during the Second War due to Tiberium clog in the Oceans. The seas were impassable, and warships sat in harbors and rusted. The 120mm naval cannons one some large cruisers were still use, retrofitted onto mechanized walkers, creating GDI's artillery; the Juggernaut.

The waterways were partially cleared of Tiberium infestation prior to the Third Tiberium War, and Naval forces once again took part in battle. GDI and Nod both fielded battleships, which were technological descendants of the Allied Cruiser. GDI also fielded advanced hovercraft transports and carriers that had four VTOL launch pads. The center of GDI naval power was Hampton Roads, which was taken over by Nod early in the war, but retaken in a GDI counterattack. The port at Alexandria served as a Nod equivalent; however, a GDI attack there destroyed the entire port and all ships stationed there.
