Created by the Sversky Robot Work, 'Terror Drones were small, robotic units, about half the height of a normal Soviet Conscript, capable of latching onto, and eventually destroying, land vehicles.
Essentially, they were a large sphere with cutting and ripping tools attached to four legs. While almost insanely quick, easily able to outrun a military truck at full speed, they had little in the way of armour and would easily succumb to any kind of opposition that had proper anti-armour weapons.
This was compensated by their lethality against infantry (a Drone could kill any infantry with just one jump) and their primary function - latching onto a vehicle and tearing it apart. Usually, a drone needed from thirty seconds to two minutes to rip the target apart, depending on its toughness.
Terror Drones were a constant thorn in the side of Allied commanders and even Yuri, as they couldn't be mind-controlled and were very cheap, costing only $500 per unit or, if an industrial plant had been built, a mere $350. They were often used to attack the defenceless Chrono Miners, the only downside being that they exited it when it chronoshifted back to the refinery. Also, unsuspecting and inexperienced commanders would often bunch a vehicle assault force together, making them an easy target for Terror Drones, who could simply jump from one vehicle to another.
While a powerful unit, the Terror Drone was too lightly armoured and totally defenceless against buildings and aircraft, making it a sitting duck for the homing missiles of Allied Harriers and Black Eagles, along with defensive structures like Prism Towers. Yuri's gattling guns were very effective against the robots too. They are effectively the counterparts of Yuri's Chaos Drones and the allied Robot Tank.

At the rising of the "real" World War 3, the Terror drones are improved by the Soviet army. These upgrades include the ability to walk over water and even the damaging of buildings. The hull of the Terror Drone was the example another Soviet robotic unit, the Sickle.
