Volkov was a Soviet cyborg commando during the Second World War. His canine counterpart was Chitzkoi. Superior training and equipment allowed Volkov to unhesitatingly engage both enemy infantry and vehicles. The Soviets maintained control over this powerful weapon by software codes.

As befitting his status as an elite soldier Volkov was given tasks unsuited to conventional forces.
The Allies stole a new Soviet armor alloy used to dramatically increase the durability of structures. The experimental production facility was located but could not be assaulted because its static defenses had been upgraded to use the new material. While Soviet forces besieged the facility, Volkov and Chitzkoi parachuted behind enemy lines to destroy the command center controlling the defenses. When the defenses were disabled the Soviets assaulted and destroyed the facility.
Volkov and Chitzkoi were also responsible for stopping Allied production of the phase transport and stealing the prototype. The commando was chosen to test the vehicle by helping to cripple then destroy an Allied base.
On occasion the cyborg was sent against former Soviets. In one case Volkov was forced to stop the release of a biological weapon on the Allies by a rogue faction. The weapon was deemed too volatile with a high probability of negatively affecting the Soviet Union as well if used.
At one point Volkov was captured by the Allies. The Allies were interested in learning the cyborg's technology and discovering his control codes. The Soviets launched an operation to either recover or destroy Volkov to prevent the technology from falling into enemy hands. Fortunately for the Soviet Union, Volkov was recovered.

Volkov appears in the Counterstrike and Aftermath mission expansion packs for Command & Conquer: Red Alert. His armor type effectively makes him a walking tank.
In the Counterstrike mission Soviet Soldier Volkov & Chitzkoi he is armed with a cannon and may engage the cruisers encountered on more than equal terms.
In Aftermath he appears in multiple missions and is armed alternatively with either the purely anti-infantry gun or the cannon.

Volkov was supposed to appear again in Red Alert 2 along with other units such as the Mammoth tank, but the idea was eventually scrapped, but despite this Volkov is the main feature of the Command & Conquer: Red Alert 2 retail box cover art.[citation needed]
