Shinzo is a member of the Empire Shogunate and architect of the Imperial Invasion into the Soviet Union during World War III. An enigmatic, experienced commander, he is often to referred as the "Emperor's Shadow". Presumably this indicates a very high status within the Imperial Armed Forces.

He is a strict follower of the traditional Samurai code of Bushido, the "way of the warrior", and is fanatically loyal the Empire and the Emperor's divine vision. He is ambitious and calculating, and it is said that his withering stare is enough to kill an enemy. However, he treats his allies and subordinates well.

Commander Shinzo is known to have fought in the following battles in the War in the Imperial perspective.
In the Soviet perspective, he was killed in To Tame a Living God.
In the Allied perspective, he put up a good fight against Lissette and the Allied Commander but failed to protect Tokyo in Forever Sets the Sun.

The untimely death of Emperor Yoshiro took a heavy toll on Shinzo, who was considered one of the late Emperor's most trusted retainers. Shinzo returned to a life of seclusion at his ancestral home in the Shin Iga province, where he was believed to be searching for spiritual guidance. Later however it was discovered that he was plotting to fulfill the Emperor's last wishes. It is apparent that the death of the Emperor affected him gravely: his appearance drastically changed, from that of a well groomed Japanese Samurai to that of a rogue ronin.
After his defeat by the Allies in Tokyo he openly stood against Tatsu and the Allies rule on Japan and so he gathered his loyal troops to fight the Allies and Tatsu forces.
The Allies wishing to quell the uprising quickly launch a strike force to Shin Iga Province where is his ancestral home, the Allies using their minimal strike force (because their war with the Empire of the Rising Sun is officially over they can't use their full arsenal) to destroy Shinzo loyal forces and freeze his house (with their Cryocopters) in order to bring him to trial.
